At this point, the scraping and rust touchup, a laborious process, is finished. I've treated most of the rust areas with rust converter. I've decided not to paint the floor, as there is a lot of tarry material on it, which would be difficult to remove well enough to insure paint adhesion, and the existing coatings should provide adequate protection. I'll put down an underlayment for the carpet to protect it from anything that might rub off.
